The Traffic Controller course is a one day workshop that promotes safe work practices, standards and procedures at roadwork sites required by CoPTTM and qualifies the attendee to:
- Carry out inspections on Level 1 roads
- Act as a delegated TC for Level 1 worksites
The workshop also serves as a TC Refresher for those who have previously trained.
Assessments are sat at the workshop and a pass is required to achieve the TC warrant. Assessments are open book and a copy of the CoPTTM Handbook (Section J) is provided.

The TMO warrant replaces the Traffic Controller warrant. It is a new learning block and for people who:
- Mind a worksite in the absence of the STMS
- Set up a worksite where TTM is clear of the live lane
- Undertake a roadside activity (on 60km/h or less road)
- Complete an inspection activity lane
The TTM Worker unit standard is a prerequisite to the TMO warrant (or a previous TC warrant).
The workshop is theory based. The assessment is sat progressively during the workshop, this is registered as the TMO NP warrant with Waka Kotahi and can be registered as a unit standard.

- The TMO role (what you can and cannot do)
- Risk assessment and managing risks
- Knowledge of CoPTTM requirements and how to read a TMP
- Completing inspection activities
- Completing worksite checks and paperwork
- Briefing visitors
- Managing manual traffic controller (MTC) activities

- Dealing with the public and working with staff

The TTM Mentor is the first step in the roll out of the new training and competency model.
This warrant is for a person who mentors staff on the practical aspects of their role in temporary traffic management (TTM).
TTM Mentor is competed in two parts:
- Part A: Knowledge about the TTM Mentor role and the mentoring process
- Part B: Practice mentoring on key tasks in the yard (includes assessment)
The warrant is completed as a one-off training session which is kept current by completing the STMS Refresher. The TTM Mentor will be able to provide briefings and verifications that are required for the TTM Worker, TC and STMS categories in the new training and competency model.

This workshop is for a worker who assists with temporary traffic management (TTM) under direction (e.g. puts signs and cones out, assists with stop/go, driving activity).
TTM Worker is competed in two parts:
- Part A: Briefing Session – Knowledge of TTM Worker, role and responsibility
- Part B: Practical Work – Skills in performing the TTM Worker role
We offer both the theory and practical elements of the assessment during a one-day training course. The theory questions are completed during the morning briefing session. The practical elements are completed first in the yard and then at a worksite during the afternoon.
The TTM Worker is a one-off learning block which does not require refreshing. It is the prerequisite for the Traffic Controller warrant in the new training and competency model.

The Universal site traffic management specialist (STMS-U) provides the base STMS knowledge for the STMS category A, B or C learning blocks and the STMS Mobile learning block. It is a new learning block and for people who intend be:
- an onsite STMS on a category A, B or C road environment or in a mobile operation
- a Traffic Operations Manager
- a TTM Mentor or TTM Assessor
- a TTM Planner, TMP Approver, TTM Auditor, Traffic Management Coordinator or Corridor Manager.
The TMO non-practising warrant is a prerequisite to the STMS-U warrant (or a current TC warrant).
The workshop is theory based. The assessments are sat progressively during the workshop, this is registered as the STMS-U warrant with Waka Kotahi and can be registered as a unit standard.

All contractor’s staff who carry out on site duties of the STMS for Level 2 or 3 roads must hold this qualification.
Candidates requiring a Level 2/3 STMS Practising qualification must pass the requirements of a Practical Assessment. A Level 2/3 STMS NP is the required prerequisite.
For candidates who have never sat this level the following three parts are required:
- Part 1 – Verification of three closures carried out ‘under instruction’ of a fully qualified Practising Level 2/3 STMS.
- Part 2 – Theory Questions. Candidates must answer simple theory questions to verify understanding of TTM concepts.
- Part 3 – For the Practical Assessment each Candidate is required to:
– check the TMP to be used for their Practical Assessment
– deliver a Tool Box briefing to the crew
– carry out a check of the equipment used
– instruct the crew on the full installation of the worksite
– carry out a check of the Worksite
– induct the assessor in to working space (& show the assessor the completed paper work)
– instruct the crew on the removal of the site
For a Level 2/3 STMS Practising who is renewing their qualification only Part 3 above is required.
